Apple Business Manager Update
On March 31, 2022, Apple updated the Apple Business Manager Agreement, which is
available to review here. Your organization won’t be able to
enroll devices or deploy new apps until an administrator signs in to Apple Business Manager and accepts the new
Agreement.
Give it some time. I got the email this morning as well, and the web site says last updated today, but it's not appearing yet.
It will be in Settings>Enrollment Information.
