Hi I was wondering why when ever I try to buy something or download something it gives me an application. I contacted my step card people and they said to contact you
What application? That's just the Add Payment method screen for Apple Pay. It is not directly tied to downloading things from the iTunes or App Stores.
What exactly are you doing? What message do you see?
If it's saying you need to verify your payment method or add one, then you need to do so. Either your account is brand new and needs a valid payment method for verification, or something happened and your account has been left in bad standing (normally an unpaid purchase) and you need resolve the issue.
