I recently purchased a new Apple Watch. Everything that was on my old Apple Watch was supposed to be on this one. However, The AFIB app isn't on it and I really need it. How can I reinstate this app?

See the 'Irregular rhythm notifications' section in:

Heart health notifications on your Apple Watch - Apple Support

"Learn how to enable irregular rhythm notifications. Irregular rhythm notifications are currently available only in certain countries and regions. Learn where irregular rhythm notifications are available. You can also find your version of the irregular rhythm notification feature."

If you mean the ECG app, here is how to install it:

  1. Open the Health app on your iPhone.
  2. Follow the onscreen steps. If you don't see a prompt to set up, tap the Browse tab, then tap Heart > Electrocardiograms (ECG) > Set Up ECG App.
  3. After you complete set up, open the ECG app  to take an ECG.

If you still don’t see the app on your Apple Watch, open the Watch App on your iPhone and tap Heart. In the ECG section, tap Install to install the ECG app.

Plan B;

On your phone go to: Settings/General/Reset/Reset All Settings.

This will erase your settings (without losing any data) and will allow you to re-setup the health app and re-enable the ecg app.

Be aware though that this will delete any cards setup in apple pay.
