Apple is a manufacturer of the iPhone. Apple does not and cannot control your iPhone.
Are you asking about shutting down your cellular service to your iPhone? If YES, then contact your carrier and ask whether they can temporarily suspend your account.
If you are asking about shutting down your iPhone, then open Settings ➡️ General ➡️ Shut Down.
