Correct location, but wrong city name

Since iOS 15.4 my iPhone 13 Pro shows a wrong city name in apps like Weather, Maps, Find my, Wallet or Compass.

Maps for example shows the exact right location (not the big circle, when it can't get a good location fix), even street name, building number and especially zip code are absolutely correct. But there is always a wrong city name (city about 10 kilometers away, also different zip code...)

Weather app shows the wrong city name but when you scroll down to the bottom there is the correct location mentioned.

GPS, Wi-Fi, Bluetooth and cellular data is on. Precise Location in privacy settings is enable for all services and apps mentioned.

My iPad (same Apple-ID with iCloud) works fine and shows the right city name.

Also paired Apple Watch shows the right city name in local weather.

Was hoping 15.4.1 could fix this, but it hasn't.

Any ideas?
