How do I maintain my manual brightness setting?

I have a 2021 14" MacBook Pro running MacOS 12.2.1

In system preferences > displays, I have unchecked "automatically adjust brightness" and "True Tone"

I then manually set the brightness for my display. If I then put the computer to sleep, close the lid or turn it off, then wake it up or start it again, the brightness setting is back at the original default setting.

So, everytime it wakes up I have to reset the brightness manually.

How do I get it to maintain my manual brightness setting?

MacBook Pro 14″, macOS 12.2
