Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it. When done, click here and follow the instructions to change the country.

Unfortunately I’m no longer able to make purchases on My current store U.S. as I no longer have a region conected Credit Card and Am no longer in US. So, I’m kind of stuck with tihs.
