Unless you have jailbroken your phone or you are a high-profile activist/journalist/politician on whom it would be worth someone to spend millions of dollars to get into your phone, no, your phone has not been hacked.
Generally speaking, just clicking on a link isn't going to cause a problem. The problem would come if you then gave the website that personal account information. Did you do that?
No, your partner is wrong, at least where iPhones are concerned. My only concern is if your partner has had access to your phone while it was unlocked and they jailbroke your phone (it would take more than a couple of minutes). In that case, your phone could have been compromised. However, it still doesn't mean that any information has yet been stolen. If you think they may have done that, restore your iPhone to factory state, not to your backup. Change your iPhone passcode and your Apple ID passcode. And then change partners.

No, let’s just say my partner is EXTREMELY good at this stuff and was telling me by sending an email and the person clicks on the link in it it sends something through your phone or computer to obtain information such as passwords and what not. I got an email from him this morning with a random link I didn’t think and clicked on it and it brought me to a page that couldn’t be opened and I asked what it was he said it was a link for a place for us to getaway too but it just seemed very off

you click-on those, you're not even close to who you thought it was.
