Monterey update, files stuck in "waiting to upload" or "Waiting to update"

After Monterey OS update, files stuck in "waiting to upload" or "Waiting to update". Almost every file.

Went to a local Apple certified repair/service shop and they said that it may take days if not weeks to complete upload or update. But I'm not convinced anything is actually happening.

Working on 2015 MacBook Pro.

If necessary You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.

Log out, sleep, wake, restart or shut down your Mac

Shut down or restart your Mac - Apple Support

Reboot as normal and see where this leaves you.

If you need to reinstall the macOS, easy enough from Recovery

reinstall macOS

If this is an iCloud issue, simply sign out of iCloud and back in again—this will in effect jump start the sync.
