Why doesn’t iCloud accept my payment card ?
I want to know . Why it keeps saying declined and another message try another card . when I have money on my card to update my iCloud space ?

If your payment method can't be used in the iTunes Store, then you'll want to enter a different payment method. Here's more info on supported payment methods: Payment methods that you can use with your Apple ID
If your purchase is getting declined, you'll want to follow these steps: If your payment method is declined in the App Store or iTunes Store
If you're still unable to complete a purchase, you'd want to contact Apple for assistance: Get Support
