reinstalled High Sierra and I cannot reinstall Numbers or Pages from the App Store because an error message says iOS 11 is needed first. Why can't Apple send me versions of Numbers and Pages which are compatible with 10.13.6. ?

They could, but in the Appstore on the Mac, look under Purchased, if not there you're out of luck, but...
Look into the Free LibreOffice, it handles MS Office files like Word & Excel, & Page Layout…
