I have a new bank account therefore I have changed my payment details in Apple. Tho it looks like my I cloud subscription is still on the Barclays card and I don't know how to delete that s that account is now does not exist.

Have you tried cancelling the existing iCloud subscription and then take out a new subscription with upgraded storage?
