If you want to use the Messages app to send and receive SMS / MMS text messages to and from non-Apple devices, then you need to use Text Message Forwarding: How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support.

If you don't have an iPhone, there are instant messaging apps available for the Mac. I don't have any specific recommendations, but you can probably find a variety on the App Store: Download apps from the App Store on your Mac - Apple Support.
