Just got a new iPhone backed my old one up before turning it in and still I’m unable to access some of my passwords

Passwords are synced through iCloud. If your backup was to a computer and was not encrypted then the backup does not include passwords or health data, so you would lose any passwords that were not synced with Keychain in iCloud.
