My iPhone is an emergency mode how do I get it out of that

My husband’s iPhone is in a locked mode I believe as he can do is make an emergency call or delete his entire iPhone

Try a Hard Reset:

Press volume up (quickly)
Press volume down (quickly)
Press and hold the power button until the Apple logo ( ) appears

If that doesn’t help, then follow these steps to enter Recovery Mode. 
