Missing setting to change password and add fingerprint

I am trying to add fingerprints to my iPhone and it is not showing up in settings. I have an iPhone 7.

IOS 15.6.1 - unwelcome changes IOS 15.6.1 requires password, OK, I made one. But IOS 15.6.1 also requires a fingerprint. My fingerprint scan never worked. Without it, I cannot change the setting to UNLOCK phone. Very frustrating. Also, every few minutes of inaction, I am locked out again and must reenter the password. HELP!
