I have tried to update the following devices - Two (2) iPhones 11 Pro Max, iPhone 12, and iPad - 7th generation. One iPhone 11 Pro Max and iPad have the beta profile enabled. Release 15.4.1 is not visible to devices with a beta profile. I deleted the beta profile to download the security update.

Workaround: Delete the beta profile (By going into settings)
15.4 - And it says 'iOS is up to date".
I deleted the beta profiles and was able to download 15.4.1
Yes, beta versions track to a different release schedule than GA versions. And when the beta is considered “over” they stop updating, so it’s possible that 15.4 is the end of the line for the iOS 15 beta, as 14.7 was for the 14 beta.

Force restart the phone and try.
Check the automatic updates is toggled ON in the software update.
