If Screen Time is playing no part, then a purchase is not going though. So, contact Apple Support.

Why the Wait:

Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Is it in App Store? If not then it does not exist, or your country may have banned it

I cannot see such an app in the UK app store and we re pretty liberal. Are you sure it is not some feature of the tacky Facebook app itself?

How would he have any idea how old you are, it is a valid answer.

Is this device managed by your parents? If so, they may have disabled you access to such sites. So, ask them for permission.🤭
