Faulty(?) Apple Watch's Hand washing reminder once returning home

Greetings people.

I noticed This problem started to happen to me after the very first time I unpaired my apple watch from my iPhone (Since I formatted my iPhone and didn't know I actually had to do this before that.) (I didn't have any problem before formatting)

But nowadays I happened to not be able to turn on the Hand washing reminder once I return home since it says I need to enable precise location and set it to always in settings. I couldn't find HandWashing icon in location privacy settings on the iPhone so I decided to look at the Reminders app settings which looked convincingly okay to me.

I did try turning it off and switching it on again.

deleting my home address on contacts and re-adding it.

I literally reseted all content and settings on my Apple Watch. (I'm not so ready to do the same on my iPhone again.)

Then I tried to sneak around and to actually try to adjust location settings under privacy on HandWashing ITSELF using the apple watch but then I got this saying "Allow Location Access". Which I don't know how to to bypass it and actually play around the location settings on the apple watch. I did try and do a research about it but Fast forward let's just say in conclusion I literally turned screen time off (based on what I understood).

(Both my iPhone and Apple Watch on latest update (I.O.S 15.4.1/ WATCH OS 8.5.1))

The HandWashing reminder settings is available on the Apple Watch. But once I turn it on, The iPhone kind of interferes with it and turns it off. and life goes on...
