Not as a cellular telephone. It has no ability to connect to any carriers cellular telephone voice service.
An ipad by itself can be used as a VoIP device using a service like Skype, Apple’s own FaceTime or a VoIP telephone service provider like Ooma.
An ipad can also be paired with an iPhone in which case the iPad can make and receive calls via the iPhones cellular voice telephone connection.
