Restrictions suddenly not working

I recently bought a 4K and set up a passcode restriction. It worked as well as Apple parental controls can work (frankly not very) but suddenly the system no longer needs a passcode to open apps that it required before. I turned them off and back on and tried a restart. Anyone else run into this? If so, how did you fix?
