Archive utility not working - need to use this to update HMRC software. In Terminal advised to change from bash to zsh - followed instructions to change this but again in terminal I now get the message zsh: illegal hardware instruction.

Zsh does not read the prior Bash dotfiles to establish your PATH or other environment variables. You need to create that Zsh dotfile if you haven't. Otherwise, you may be attempting to run a 32-bit application in a strictly 64-bit operating system.
In the Terminal, key in this HEREDOC that will write out the bare essentials of a ~/.zshrc file. Do not type the heredoc> prompts, and press return after the last line's EOF entry:
<<'EOF' > ~/.zshrc
heredoc> export PATH="$HOME:/usr/local/bin:${PATH}"
heredoc> PS1="%m: %~ %% "
heredoc> EOF
To set the PATH and prompt in the current Terminal window:
source ~/.zshrc
The ~/.zshrc dotfile will be read each time you launch a Terminal session.
You should be able to just double-click the Zip file from HMRC in your Downloads folder from the Finder and it will unzip it into a folder or installer pkg. Is there a check for updates menu item within the HMRC application menu? I never need to chase down the Apple Archive Utility to do the above.
Thanks for prompt reply - carefully followed above but archive utility still doesn't load. In the REPORT one line stands out 'Termination signal: illegal instruction :4' No more messages in Terminal to change anything though
Archive utility on my Mac. Everything worked previously when downloading updates from HMRC which are always zip files. Now can't even open App store to download an alternative way to open zip files. So many problems seem to have occurred after I upgraded to Big Sur, with different issues for different users (all admin level)

I agree and it did work until today (without having to open the archive utility) - then message about bash/zsh appeared in terminal for one user.

Annoyingly the archive utility works in the background for alternative users!!
Simply - I need all applications to work for all users. I will persevere!
Unfortunately I'm only knowledgeable enough to follow instructions, so the message in terminal was what I thought would fix the issue.
I will contact HMRC as they may shed some light on why I can no longer open their files.

What archive utility? Is that version of HMRC software actually compatible with macOS Big Sur? What does the HMRC vendor have to say about this?
The choice of SHELL will not matter for the unzip operation unless the HMRC application or its update packages have some specific SHELL dependency that is not portable.
