billing

something keeps trying to charge me for $10.97, and i do not have any subscriptions active nor did i try to make a purchase. i cannot install any of my old apps until i pay the 10 dollars and i just want to cancel whatever it is but i cannot find out anywhere. does anyone have any ideas on what it could be and how to fix it?
