NEED HELP WITH MY IPAD ITS IN RECOVERY BUT NOT QUITING ITS NOT LETTING ME TURN IT ON

the screen is stuck in black and says itunes wont letting me turn the device on

If you disconnect from iTunes, can you turn the iPad on?
