Picture-in-Picture not working in iMovie 10.3.1

After I upgraded my mac to an M1 pro, my iMovie won't show the picture-in-picture settings. I've tried many things including deleting the preference file by restarting iMovie and pressing CMD+OPT keys, with no success. I would appreciate your help, this is very frustrating, and I need to finish some video editing.

The overlay icon will not be displayed until you place a clip or photo in the upper timeline above a clip in the lower timeline, and then select the upper clip. by clicking on it so that a yellow outline appears around it.



Then click on the displayed overlay icon and select Picture in Picture from the selection box.
