imessage waiting for activation

imessage and facetime waiting for activation in iphone with no sim. Facetime actually works but imessage does not. Is there a fix

Read this carefully. Note especially the second sentence under item 1 in “Check your device settings”. This requires a SIM.

If you can’t turn on or sign in to iMessage or FaceTime - Apple Support
