No one here can help you. If you cannot find the previous owner, try returning it to the person you bought it from. If they cannot remove the Activation Lock, it is probably a stolen Watch. You will not be able to activate it, it is useless to you. I would take it to the police.

If it is not stolen, then the person you purchased it from should be able to remove the lock. The person that sold it should have been the previous owner.
The person that you bought/got this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.
