iCloud contacts can be restoredas follows.
Sign into iCloud.com on a computer or iPad
Go to Account Settings
At the bottom under advanced tap Restore Contacts and select an archive version.
If your contacts are held in another account like Google or Yahoo then you need to ask them for recovery options.
Tip: You can use a computer to export your contacts to a vCard or csv file every so often as a separate backup
