Stolen iPad iCloud locked now being used with SIM card

My iPad was stolen. Police report made. I never used it with Cellular Service. Now I see that the imei is activated with a cellular number. On my Find my app it shows ONLINE but no location. My iCloud is locked in. Can law enforcement request TMobile to provide them with information tied to the cellular plan owner?

How do you know it's connected via T-Mobile carrier?

If you're sure about that (and can demonstrate that that IMEI is related to your stolen device), then I think the police can ask T-Mobile all the info they need to trace the owner and/or request them to blacklist that IMEI.

I took a screenshot of the iPad details from my ICloud devices in settings when I initially made the police report to provide law enforcement with the serial number and any other relevant distinguishing number. So the the serial number is on the report. From my understanding the IMEI never changes so therefore it’s always going to go hand in hand with the serial number. So here recently I tried again to put the iPad in lost mode because it’s showing me that it’s online but not sharing location, I can play a sound on the FIND MY but cannot place it in lost mode.. Then I noticed a local phone number assigned to the iPad which meant whoever has it now is using a cellular plan on it for sure. I looked the phone number up on NANPA and it’s showing me that’s an assigned number to T-Mobile
