and also if one came across win11 for arm to run in the virtual machine then if Autocad is intel x86 based rather than arm then it will be "emulated" in the same manner that apple have rosetta stone 2

Not exactly. AutoCad Architecture 2018 is Windows only and Rosetta 2 doesn't run in Windows.
you misunderstand me, reviews of some of the surface devices from Microsoft featuring arm cpus could run x86 apps but poorly

No. The only version of Windows that can run in Parallels Desktop on an M1/M2 Mac is the ARM64 insider preview of Windows 11.
It seems I did misunderstand. However, according to the link you posted, emulation is limited to 32bit Windows apps. AutoCad Architecture 2018 is 64bit.
