Unable to unlock phone

The phone does not respond to any commands, it has a gray circle on the bottom right of the screen and a square around the time. When I try to unlock the phone it does not respond and a weird robot voice speaks but it is hard to understand what it says. My daughter says she actividades the voice over in settings. I cannot access settings to disable it.
