If you have never installed Pages on macOS, and this is your first interest in doing so, then you won't be able to as Pages v11.2 (currently in the Mac App Store) now requires macOS 11.* (Big Sur) or 12.* (Monterey). Apple provides no separate download of past Pages full installers for older operating systems.

On the other hand, if you have installed Pages in the past, you may be able to get it for Catalina. First, launch the Mac App Store while signing in with the same Apple ID as you used previously to install Pages. Then press cmd+0 (zero) to open the Purchased panel. If you see Pages with an Update button, click that. A dialog will appear informing you that you need to upgrade the operating system to get Pages. Do not click Cancel, but do acknowledge that dialog. When you have done that, a second dialog may appear offering to install the last compatible version (11.1) of Pages for Catalina. Acknowledge that dialog and you will find Pages v11.1 in your /Applications folder.
