I Mac stuck on apple icon will not shut or open

iMac updated and will not shut dow totally or open. Stuck on apple icon. I have even unplugged it

iMac Line (2012 and Later)

Hmmm, with it unplugged, hold the power button in for 10 seconds.

What else is plugged into it?
