Can't update app because of billing issues

why do i try to update an app and it keeps saying billing problem and payment declined

You may need to have a payment method on file, even if the app you want to download is free.

Sign in to your Apple ID account page and edit your Apple ID details.

https://appleid.apple.com

On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.

You may need to have a payment method on file, even if the app you want to download is free.

Sign in to your Apple ID account page and edit your Apple ID details.

Ghana:

1.The carrier, not Apple, provides technical support for iPhone in this country or region.

2.You need iOS 6 or later to use FaceTime over Cellular. You might notice decreased

performance on some carriers while using FaceTime over Cellular on 2G networks.

3.Might include an additional fee or requirement. Contact the carrier for more information.

While I'm not an expert, just a 'Volunteer' trying to help

(as are others in discussion forum) ~I'm curious how to

tell if your replacement SIM has been localized by ISP.


If it were blank, you'd see nearly the same effect or message.


Apple's support for iPhones in those regions, through regional

service providers; those were listed in their article, I re-posted.


Wonder if any of those, could help resolve this? ~ Probably

it's a hardware issue. IF so, replacement may be a solution.


Sorry to not have another answer; sometimes 'restart/reset'

could help; but not where it appears hardware has failed.
