I have an apple watch and phone but want to do the workouts on TV I have smart TV can I use it on any of them?

As explained in the support document you posted from, you can Airplay the Fitness+ workouts from your iPhone to a compatible TV that supports AirPlay 2.

You can AirPlay your Apple Fitness+ workouts to the following AirPlay 2-enabled TVs or devices:
- AirPlay 2-compatible smart TVs with the label "Works with Apple AirPlay"
If your smart TVs are supported models as listed in the blue link, you can Airplay your Fitness+ workouts from your iPhone to the TV.
