Balance on Apple ID
I have 0,03€ balance in my Apple ID account, could you maybe zero it out because I need to change my country/location.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
