If your iPhone is frozen/unresponsive, you can try force restarting it with these steps: Force restart iPhone
If you're unable to set up Guided Access and it's telling you to contact your administrator, that typically means there is some sort of configuration profile installed on the device in Settings > General > Profiles & Device Management. This is generally the case if your device came from your work or school. If this is a device that came from your work or school, you'd want to contact them about setting up Guided Access.
If this is just a personal device, you'll want to check in Settings > General > Profiles & Device Management, to see if there are currently any configuration profiles installed. If there are, remove them and then you should be able to set up Guided Access.

Did you purchase this phone brand new or used from someone? Your profile indicates an iPhone 6s, which could not be new. If you got a different device, please indicate. It sounds as if that device was not wiped completely for sale, but if it is truly a new iPhone, then there is a problem. Can you return it to where you purchased it from?
