I need to upgrade my macbook OS from Mojave to Big Sur but seems I also need to updgrade my Microsoft office from 2011 so I don't lose my documents. I suppose that means office 2021. Do I need to upgrade office first or Big Sur?

Upgrade to Big Sur first, then download/purchase/activate Office.
Even if you do not update to Office 2021 you will not lose your files. They can be read by other apps like Libreoffice.
