The choice (and consequent publication) of emojis does not depend on either Apple or other hardware/software manufacturers.
There is a specific international organization, called UNICODE, that oversees these choices, to which anyone can propose emojis of their liking, using this link: -> https://unicode.org/emoji/proposals.html

No. The Unicode Consortium is no longer taking requests for flag emojis, and they don't qualify for an ISO-3166 code.
