I keep getting messages on my iPhone saying my iCloud is full. Is this spam?

My phone says I have used 28.2 GB of the 50GB . I keep getting messages saying my iCloud is full. I am just wondering if this is SPAM? Do I need to upgrade for additional storage?

To see your iCloud storage usage go to iCloud.com/settings or Settings > Apple ID > icloud
