I have a new iPad and it will not let create an Apple ID it says this iPad has been used to create too many new Apple ID

I'd take it back to whoever you bought it from and get my money back. A properly refurbished device shouldn't have this issue. I would honestly only buy a refurbished device from Apple directly. You just don't how anyone else refurbished the device and if parts were replaced, they wouldn't authentic Apple Parts. Only Apple has access to Apple parts.

Did you create the accounts? If no, you can't remove them. This is why you should have returned the iPad to Walmart when you first encountered this issue. Sometimes a good deal isn't a good deal when what you bought is issue filled.

When you say new, do you mean new to you, or is this a brand new, factory sealed iPad?

New, to me, refurbished macpro won't let me create a new apple id. Says too many on the computer that arrived at my house today.
