It says The iPad “iPad” could not be restored. An unknown error occurred (4013).

Hi, my iPad could not turn on and asked me to restore it. But after it finished the downloading on my laptop, it pop up a notice says The iPad “iPad” could not be restored. An unknown error occurred (4013).
