Does Apple Cash feature works overseas?

I live in UAE and when I follow all the steps to add money to the Apple Cash card then it just would not work even though I have debit and credit cards already added in my phone wallet. Note that my debit and credit cards are not US issued.

Set up Apple Cash tells us that the first requirement of eligibility is that you: Be at least 18 years old and live in the United States
