What exact Mac is this...?

Does your Mac qualify for Monterey

macOS Monterey hardware requirements—

macOS Monterey - Apple

Typically corrupt downloads are due to suspect or slow download speeds—try getting on a faster Network.

Verify you delete and empty the trash from any old "corrupt" installer. From the Applications folder "Install macOS Monterey.app"

you cant try launching the Installer form A safeboot  How to use safe mode on your Mac - Apple Support
