How do I turn off "Optimize iPhone Storage" permanently?

My cell phone will accept "Download and Keep Originals" for a short period of time, but then later automatically revert back to undesired "Optimize iPhone Storage" setting.

I am presently consuming only 20.9GB of 128GB of storage space on iPhone.

iPhone SE, iOS 15

Maybe your device does not have enough space to store all the photos in the original size that you have on your iCloud.
