Is there a way I can either remove or move the top menu bar that has the System prefrences or apple logo in the top left screen. With the Edit, View, Window, Help away?

the Menubar is baked into the macOS
You have preferences to hide it:
Change Dock & Menu Bar preferences on Mac - Apple Support
Use apps in full screen on Mac - Apple Support
Use Mission Control on your Mac - Apple Support
