Disabled phone

I’m locked out of one of my iPhones, it says it’s disabled and I need to “connect to iTunes” how can I do this when the phone won’t even let me use it?

Turn the phone off and connect it to a computer as described in If you forgot your iPhone passcode - Apple Support
