Texting non iPad users

I don’t own an IPhone only a iPad why can’t I text non apple users it has a phone #

iPad Air, iOS 12

Because an iPad, even one with Cellular is not cell phone and without an iPhone is incapable of sending SMS/MMS text messages without an iPhone on the same Apple ID.
