Did they remove all options to buy individual songs/albums and just fail to update the Apple support pages?
Support still says you can buy through Apple Music or store but neither app offers any of the options listed in the support article.

You're in the wrong app. Purchases are made in the iTunes Store and are then downloaded to the Music App.

The support article is correct. Open the iTunes Store and either tap Music or just do a search.
You can also turn off Apple Music in Settings > Music > Show Apple Music.
