After a photo has become permanently deleted (meaning, the photos are gone from the Recently Deleted album) you are on your own. recently Deleted is the only safety line offered by Photos. You have to use your own backups to recover the photos. Hopefully, you have periodically made backups of your photos and saved them on a computer or an external drive.

Third-Party recovery software can only recover items, that have been stored on your devices, but not access Apple's servers. If the lost photos are very important, contact Apple Support - perhaps they can help you to recover the photos from Apple's own backups.
